Newtown Heroin Bust Leaves 2 Facing Charges

Two Philadelphia residents were arrested and charged in connection with possessing and attempting to sell heroin to undercover officers.

Two Philadelphia residents were arrested and face charges in connection with a heroin bust in Newtown Square.

Paul Joseph Woodlyn III, 20, of Philadelphia, was charged with two felony counts and two misdemeanor counts of delivery with possession, with intent to deliver, possession of drugs, use of or possession with an intent to use and criminal conspiracy, according to Newtown police.

Jasmine Monique Glover, 18, of Philadelphia, was charged with one felony count of manufacture, delivery with possession with an intent to deliver, according to Newtown police.

On Feb. 26 at about 4 p.m., undercover officers made arrangements to purchase 20 bundles of heroin from a person by the name of “Max” by phone and was advised where to meet, according to the report.

According to the report, Max said he was sending one of his “boys” to meet the undercover officer and at about 4:50 p.m., the officer received a call from Max saying his boy was pulling into the parking lot of Hollybrook Condominium on the 3400 block of West Chester Pike in a Nissan Altima.

The undercover officer approached the Nissan and asked if the two inside were with Max, according to the report, Woodlyn, the driver, and Glover, the passenger inside the vehicle, responded yes and motioned for the man to get inside the car.

The undercover officer told Woodlyn he had $2,000 and wanted two racks or 20 bundles, when Woodlyn asked how much money he had, according to the report. Woodlyn responded that he only had one rack but would have more after 8 p.m.

According to the report, the officer handed Woodlyn $1,000 and asked Woodlyn for the dope and Woodlyn handed over one rack of heroin wrapped in a newspaper.

Assisting officers then placed Woodlyn and Glover in custody.

The $1,000 from the officer was recovered from the driver's side floor of the Nissan and another $1,089 in cash was found in Woodlyn's pocket, according to the report.

Officers later counted 140 blue, wax paper bags containing brown powder from the wrapped newspaper, which, according to the report, tested positive as heroin.
