Of the $760,000, the township will be responsible to pay 20 percent of the total cost, or $159,972.

"I was informed that none of the design fees have accumulated in the inception of the project in 2004 or the currently installed detour costs are included as part of that agreement," said Nelson.

According to Nelson, the township may either pay the contractor in the full amount and then request the 80 percent reimbursement or the township can ask for the 80 percent first, get the funds from PennDOT and then pay the contractor.

"I notified them of the situation. We also have a temporary car change...that' we've put through for assistance, since we're going to be kind of cut off on an island over there. So, our delay is not going to be accepted by the public so we have them coming from one side and us coming from another," said Simpson. "So that way the patient and, or, the public assist is still there within time."
