A new House bill would allow judges to hit convicted child porn owners with increased sentences.
A new measure that would allow judges to establish more severe sentencing for individuals found guilty of possessing child pornography is making its way through the Pennsylvania House. HB 321, which passed in the state House in a near-unanimous 195-0 vote (six representatives were absent for the vote) would allow judges to enhance sentences for those convicted of possessing child pornography based on what the bill calls "aggravating circumstances." In other words, a judge could increase a sentence based on the age of the child depicted in the pornography, the number of images possessed by the defendant and the "nature and character" of the abuse depicted in the images. Hundreds of people, including a Newtown Square man, have been arrested across the country as part of Operation Sunflower.
A Newtown Square man is among hundreds arrested in a nationwide child porn investigation called Operation Sunflower, reports 6Abc. Scotty Richmond, of Newtown Square, was among the 15 in the Pennsylvania and Delaware area involved in the sexual exploitation of 123 children, according to 6Abc. According to 6Abc, among the more than 120 victims rescued, five were from the region. The missioin of Operation Sunflower was to identify and rescue victims of child pornography, where a majority of children are being abused by a loved one, said Special Agent John Kellaghan of the Department of Homeland Security.
